Your telegram No. 1678 [of 15th December: Kowloon Leased Territory ].
I am inclined to agree that the suggestion made by Han Li-wu (see your paragraph 4) offers possibility of an
acceptable solution. Reply of His Majesty's Government might be on the lines that while the future of the New Territories is outside the scope of the present agreement and we cannot discuss it now, we should be prepared to do so when victory is won.
2. I am seeking Cabinet authority in this sense. But meanwhile you are authorised, if you think it desirable, to indicate that in your personal opinion reply might be on the se lines; but that of course you will have to refer to me.
3. We should wish to scrutinise carefully the terms of the Chinese communication which should of course contain a statement of which we could take note that this question is in no way related to the present negotiations.
